Rarotonga without a car: can you actually do it?

Yes. Rarotonga is unusually workable without a rental car because the main road circles the island and the public bus runs clockwise and anti-clockwise services. Whether you will enjoy going car-free depends mostly on where you stay and how much flexibility you want.

Best case

When car-free works really well

Muri is the easiest base for many car-free travellers because dining, lagoon activities, Night Market and several attractions cluster nearby. A central accommodation choice plus bus, transfers and occasional taxis can cover a surprising amount.

Bus

Simple island logic

The official bus service runs around Rarotonga’s circular main road. Current published service has clockwise buses hourly from 7am–10pm Monday–Saturday, with daytime anti-clockwise services. Sunday is reduced and clockwise only.

When a car wins

Families, remote villas and spontaneous exploring

A rental car becomes more attractive for families carrying gear, travellers with mobility needs, villas away from restaurant clusters, early/late plans, or people who want to change beaches quickly with weather and wind. If you need a child seat, official visitor guidance recommends arranging it in advance because availability cannot be guaranteed on arrival.

Bottom line

No car is a valid choice — not a compromise

For a first trip based in Muri, we would not automatically rent a car for the full stay. Consider transfers + bus first, then hire a vehicle for a day or two if you want a flexible island loop. If your accommodation is more isolated, the balance changes.
